What it takes to plan transport for a community of a few thousand people, where every assumption imported from a large mainland system fails. A reading of the public-sector transport question in the Dutch Caribbean.
On a small island, transport is not a network problem to be optimised; it is a whole community's daily life, and planning it well means understanding that life from the inside.
St. Eustatius (Statia) is a special municipality of the Netherlands in the Caribbean, with a population of a few thousand and the full institutional responsibilities of a public authority. That combination, a very small community with a real government, makes it a revealing place to study public-sector transitions. Tools and assumptions designed for large mainland systems, traffic modelling built for cities, mobility surveys designed for populations of millions, simply do not transfer. Everyone knows everyone; a single road closure reshapes the island's day; the vehicle fleet, the fuel supply, and the harbour are all tightly coupled.
Planning transport here is a socio-technical problem of the kind the Lab exists to study: the technical question (how should people and goods move) is inseparable from the social one (how does this particular community actually live, work, and travel). It also sits squarely in the Lab's Dutch Caribbean practice, where Dutch-language capacity and familiarity with the institutional context are genuine advantages that few independent research organisations hold.
A mobility survey designed for a large city assumes a large, anonymous sample. On an island of a few thousand, that logic breaks down: the population is small enough to reach closely but too small for large-sample statistics, and privacy is a live concern because respondents are identifiable. The instrument has to be redesigned from the ground up for the scale, mixing near-census reach with the care that a small, interconnected community requires.
On a small island, transport is bound tightly to everything else: the harbour that supplies fuel and goods, the single clinic, the school run, the working patterns of a small economy. A change in one place propagates everywhere. Reading that coupling, rather than treating transport as a standalone system, is the analytical heart of the work.
A small public authority does not need an elaborate model it cannot maintain. It needs a clear, honest reading of how the community moves, where the real constraints are, and what a proportionate intervention would be, in a form a small team can actually use and revisit.
The Lab brings field methods designed for exactly this: primary research that reaches a whole small community respectfully, instruments built for the island's scale rather than borrowed from a mainland city, and a reading that keeps the tight coupling of island life in view. It brings this in Dutch and in English, with an understanding of the special-municipality institutional context that a generalist consultancy would have to learn on the client's time.
Crucially, it brings independence and proportionality. The directorate receives evidence sized to its needs and its capacity, honest about constraints, and usable by a small team, not a model built to impress that no one can run after the researchers leave.
Small islands are not marginal cases; they are clarifying ones. Because everything is tightly coupled and standard tools fail, they force a researcher to start from the community rather than the template. The lessons, design the instrument for the actual population, read the coupling, size the evidence to the authority that will use it, apply well beyond the Caribbean, to any context where an imported system meets a specific place.
