Field reading, Local manufacturing
What happens when a product moves from being imported to being assembled locally, and whether the "local" part actually reaches the workers, suppliers, and customers it promises to.
Local manufacturing is a claim: that value stays where the thing is made. Whether it does depends on decisions that a shipping manifest cannot see.
Governments across East Africa are pushing for local content. Buses assembled in-country. Motorcycles CKD-imported (complete-knock-down kits) and put together locally. Solar systems packaged with domestically-made brackets, wiring, and inverters. Public procurement rules that reward a percentage of local value. Kenya's Buy Kenya, Build Kenya framing, Rwanda's Made in Rwanda policy, Ethiopia's industrial parks strategy, Nigeria's automotive policy: the policy story is straightforward and broadly consistent across the region.
The lived reality is not. A "locally assembled" vehicle might still have every high-value component imported, with domestic labour capturing only the low-margin final steps. Or it might, quietly, become the first genuinely local supply chain a sector has seen. The difference is not visible in the customs data. It is visible in a supplier-network map, a wage read, a customer trust survey, and a walk around the plant with the people who actually work in it.
The Lab's reading of local-manufacturing transitions treats the assembly plant as a socio-technical node, not a factory line. Who works there matters. Where the components come from matters. Whether the plant creates a supplier ecosystem or merely relocates the last mile of an import matters. And what the workers, the suppliers, and the customers actually experience matters most of all.
A vehicle stamped "assembled in country" can still be 90 percent imported by value. The productive question is not whether assembly happens locally but which steps of the value chain sit inside the country, and where the margins land. Reading a bill of materials tells only half of it; a supplier-network map reads the other half. A single-source overseas parent that supplies its own subsidiary is a different transition from a plant that has learned to draw from local metal fabricators, electronics assemblers, and tooling shops.
Assembly-line jobs are not automatically good jobs. Wage levels benchmarked against local cost of living, contract stability (permanent, casual, sub-contracted through an agency), skill development that transfers if the worker leaves, and safety are the measurable dimensions of whether local employment is a real gain or a lower-margin substitute for imports. Only fieldwork with workers and their households can answer this; company HR data reads what the company reports, not what the household experiences.
A single plant is one datapoint. The transition is a supplier network, or it is not. Whether local component suppliers, tooling shops, and after-sales technicians grow around the plant, or whether every component still ships from a single overseas hub, is what decides whether "local manufacturing" is a durable capability or a subsidy-dependent posture. The BRW framework reads directly here: is the plant bypassing the incumbent import route, repurposing existing informal-sector fabrication capacity into formal suppliers, or weakening the incumbent import chain through visible cost or quality advantages?
A local-content premium is worth paying only if customers can see the value. A locally assembled bus that breaks down more often than the imported alternative loses trust quickly; a locally assembled motorcycle whose spare parts are easier to source locally builds it. The customer's own experience of local-versus-imported is the strongest signal of whether the industrial policy is producing something durable or merely optical.
Field research at three levels of the value chain, deliberately.
Workers and their households (reach and experience). In-depth interviews with a stratified sample of plant workers across shift patterns and contract types, followed by household visits to read what the wage actually carries. The interview guide applied to the specifics of factory work: what the day is, what the take-home is after transport and food, whether the skill acquired here would be recognised elsewhere.
Suppliers and their pricing (depth of the value-chain claim). Interviews with the domestic component suppliers on the plant's stated list, plus fieldwork to identify the suppliers the plant does not list but relies on informally. Price and quality benchmarked against imported alternatives. A supplier-network map, drawn from the field, that shows whether the ecosystem is growing or the plant is a single node.
Customers on trust and switching (adoption question). In-depth interviews with buyers of the local product and comparable buyers of the imported alternative on the specific reasons for their choice, the after-sales experience, and what would flip a marginal decision either way.
The most-documented adjacent engagement is the mobility case, whose electric motorcycles are designed and manufactured in Nairobi rather than assembled from imported CKD kits. Reading the case through the local-manufacturing lens surfaces the same questions this reading is built around: how much value is captured domestically, whether the supplier ecosystem is growing, whether the workers benefit, whether customers experience the local origin as a signal of trust or an operational risk.

Local manufacturing is not a single policy question but a chain of them. Where each link sits, and who benefits at each step, is a field question, not an accounting one. The Lab's reading of these transitions starts with the workers, moves to the suppliers, and reaches the customers, and reports what the evidence says, including where the "local" claim breaks down.
